What does deploying actually do?

Deployment turns an interceptor or radar truck into its anchored configuration — the community wiki reports flaps, spikes, and pistons (DOW 6) activating, and deployed wind thresholds running far higher than undeployed ones (TIV 2: 235 MPH deployed vs 110 MPH undeployed, as reported). The bottom-right Deploy button only works while the vehicle is fully stopped.

Which build should a new player assemble first?

The scout build, entirely for free: the official description says most vehicles are free, and the civilian lines are the documented learning platform. Add a $1,000 probe (the debris-proof Twistex Turtle) as your first purchase, then climb toward the radar-truck builds that fund everything else.

Are entities dangerous to buildings too?

Yes — the community wiki documents tornadoes destroying towns, which is why sirens and shelters (documented in Kimmiry as of 0.15.1) exist as map features.
